Andrija Mandić faces dismissal attempt in Montenegro parliamentary crisis

A political crisis has unfolded in the Parliament of Montenegro after an extraordinary session failed to convene due to a lack of quorum. The session was intended to address a proposal by the Democratic Party of Socialists (DPS) to dismiss Parliament Speaker Andrija Mandić. The initiative follows Mandić’s public expression of condolence to the family of Ratko Mladić, a convicted war criminal.

During the proceedings, tensions rose as opposition members accused Mandić of obstructing the session and preventing journalists from entering the plenary hall. Mandić subsequently left the hall, and the Democratic People's Party (DNP) announced it would not provide a quorum to facilitate the vote. In response to the impasse, the DPS announced it is breaking all institutional cooperation with the Government and the parliamentary majority until a vote on Mandić’s dismissal is held.

European Parliament rapporteur Marjan Šarec and other international observers have commented on the situation, noting that while the opposition has the right to protest, the lack of parliamentary functionality could impact Montenegro’s European integration path. Mandić defended his actions, stating that his coalition remains stable and that the attempts to remove him are politically motivated efforts to create tension rather than serve the citizens.
