Montenegro police report rise in drug sales via digital apps
The Montenegro Police Directorate has reported an increase in narcotics distribution through online communication applications. According to 2025 data, traffickers are using platforms such as Viber to broadcast mass offers to potential buyers, serving as an upgrade to existing street-level distribution channels rather than a complete replacement.
While digital communication is used to advertise, negotiate prices, and connect buyers with intermediaries, the physical exchange of drugs typically occurs offline. This model allows sellers to reach a larger number of people without requiring direct personal acquaintance between the buyer and the seller. In the past year, police seized approximately 410 kilograms of various narcotics in Montenegro.
