Montenegro targets full EU membership by 2028
Montenegrin leadership is intensifying efforts toward full European Union membership, with Prime Minister Milojko Spajić expressing support for a European Commission proposal that preserves the veto rights of future member states. Spajić emphasized that after 14 years of negotiations, Montenegro seeks full membership with all associated rights and responsibilities, aiming for accession by 2028.
European Affairs Minister Maida Gorčević, during a visit to Germany, reaffirmed this commitment and noted that ten negotiation positions have already been submitted to the Commission. She stated that the government does not fear new protective mechanisms, such as institutional clauses, as they stand behind their ongoing reforms.
Parallel to political integration, discussions in Tivat involving international judicial leaders emphasized that constitutional reforms must protect the independence of institutions and the separation of powers. Meanwhile, domestic observers from the Center for Democratic Transition (CDT) raised concerns regarding the quality of parliamentary democracy and the speed of legislative processes during the EU accession path.
