Montenegro has formally initiated the implementation of its intergovernmental agreement with the United States by submitting two major strategic projects. The first is the Adriatic-Ionian corridor, a massive infrastructure project valued at approximately 2.8 billion euros. This corridor is designed to integrate transport, energy, and digital infrastructure, connecting Albania and Croatia through Montenegro and Bosnia and Herzegovina.

The second project involves the development of a national integrated cargo scanning system and the modernization of border controls. These initiatives aim to strengthen the strategic partnership between Montenegro and the U.S., potentially utilizing American financing mechanisms such as the DFC and EXIM Bank.

In parallel, Montenegro is advancing its European Union accession process. The EU is currently considering the closure of four negotiation chapters: transport policy, food safety, statistics, and social policy and employment. President Jakov Milatović met with Slovak Prime Minister Robert Fico in Bratislava, where Fico reaffirmed Slovakia's support for Montenegro's goal to become the 28th EU member by 2028.

However, Prime Minister Milojko Spajić has warned of potential security risks, stating that Montenegro has received intelligence regarding coordinated hybrid attacks from regional officials intended to destabilize the country during its EU integration efforts.
