Montenegro Tightens E‑Scooter Rules, Fines Up to €600

Montenegro has enacted amendments to its Traffic Safety Law that impose stricter regulations on electric scooters and young drivers. The new rules ban anyone under 16 from riding e‑scooters on public roads and prohibit 18‑ to 21‑year‑old drivers from operating motor vehicles between midnight and 5 a.m. unless accompanied by an experienced driver. Violations carry fines ranging from €300 to €600, with parents or guardians liable for €150‑€400 if they allow minors to ride.

The legislation also raises penalties for riding without a safety helmet (€150) and for illegal parking (€100). Police authority is expanded, allowing officers to temporarily seize vehicles of repeat offenders and enabling municipal police to issue on‑the‑spot tickets for parking violations. These measures aim to improve road safety and regulate the growing use of lightweight electric vehicles.
