Montenegro advances energy and economic development through international partnerships

Montenegro is strengthening its economic and energy sectors through significant international investments and infrastructure projects. The Ministry of Finance reported that the European Bank for Reconstruction and Development (EBRD) has provided record investment in 2025, with approximately 215 million euros in new funding. The current EBRD portfolio in Montenegro stands at roughly 539 million euros, following 114 projects totaling over 1.1 billion euros.

In the energy sector, Elektroprivreda Crne Gore (EPCG) signed four memorandums of understanding during the EU-Montenegro Investment Conference. These agreements with the EBRD and private companies aim to support the Pljevlja energy transition, including the development of solar power plants and battery energy storage systems (BESS).

Regarding previous economic citizenship programs, Minister Ernad Suljević noted that while the program generated 414 million euros in revenue and attracted significant private capital for tourism in regions like Kolašin, infrastructure deficits remain a primary obstacle. Approximately 1.835 million euros remain in applicant accounts for ongoing tourism projects. Suljević emphasized that future investment models must ensure public infrastructure development keeps pace with private capital to maximize economic impact.
