Montenegro energy and infrastructure development
Overview
Montenegro is advancing several EU-funded initiatives focused on energy transition and infrastructure development. The government is working to establish its first National Policy Framework for alternative fuel infrastructure, emphasizing the need for integrated planning between the energy and transport sectors to support electric vehicle charging and renewable energy targets. Officials have noted that infrastructure development must align with transport company needs, vehicle procurement timelines, and electrical grid capabilities.
Recent developments highlight significant international financial support for these goals. The Ministry of Finance reported that the European Bank for Reconstruction and Development (EBRD) provided record investment in 2025, with approximately 215 million euros in new funding, bringing the current EBRD portfolio in Montenegro to roughly 539 million euros.
In the energy sector, Elektroprivreda Crne Gore (EPCG) signed four memorandums of understanding during the EU-Montenegro Investment Conference in Portonovi. These agreements with the EBRD and private companies aim to support the Pljevlja energy transition, specifically through the development of solar power plants and battery energy storage systems (BESS).
Despite these advancements, infrastructure deficits remain a primary obstacle. Minister Ernad Suljević noted that while previous economic citizenship programs attracted significant private capital for tourism in regions like Kolašin, future investment models must ensure that public infrastructure development keeps pace with private capital to maximize economic impact.
