Montevideo port operations require operational guarantees
Maritime law expert Alejandro Sciarra has warned that any resolution to the conflict between Terminal Cuenca del Plata (TCP) and the port workers' union in Montevideo must include guarantees for operational continuity.
Sciarra emphasized that shipowners require certainty that vessels can enter, load, discharge, and depart without disruption to maintain the port's ability to attract regional maritime services. He noted that the Uruguayan port system is designed to serve both national foreign trade and regional cargo, and that instability affects a wide logistics chain and numerous workers.
Citing the Port Law (Ley de Puertos N.º 16.246), Sciarra stressed that port services must be efficient and competitive 24 hours a day, noting that the stability of the port is a matter of national interest.
