Morocco 2027 finance bill framework sparks governance debate

The 2027 finance bill framework memorandum, issued by Head of Government Aziz Akhannouch, has sparked debate regarding budgetary governance and its timing relative to upcoming legislative elections.

Abdessalam Seddiki, a member of the Progress and Socialism Party political bureau and former minister, notes that the document serves as a transitional tool between legislative mandates. The memorandum focuses on four main priorities: consolidating the social state, continuing major projects, enhancing economic resilience, and maintaining macroeconomic and budgetary balances.

Seddiki observes that the document places significant emphasis on administrative procedures, implementation timelines, and monitoring mechanisms, moving it closer to an administrative action plan than a purely strategic framework. He also points out that the memorandum relies heavily on royal directives, which he attributes to the current political context as the existing government nears the end of its term and the composition of the next majority remains unknown.

A significant challenge identified is the temporal paradox between democratic processes and budgetary requirements. With legislative elections scheduled for late September and the legal deadline to submit the finance bill set for October 20, any incoming government will face a compressed timeframe to form a majority, appoint a government, and develop a program before their first budget is largely finalized.
