Morocco and EU researchers propose Diaspora Fund to reform migration policy
Researchers Hakima Elhaite and Anis H. Bajrektarevic have proposed a new paradigm for migration management between Morocco and the European Union. Moving away from a security-centric approach, the authors suggest the creation of a Diaspora Fund for Moroccans Abroad (MDM). This fund aims to channel capital from the Moroccan diaspora toward development in their regions of origin, treating migration as a movement of capital and knowledge rather than just a security issue.
Historically, the EU has focused heavily on border control. Between 2001 and 2019, the EU allocated at least €215 million to Morocco for border security, with total funding from European and Spanish sources expected to exceed €1 billion by 2027. The authors argue this strategy addresses symptoms rather than causes.
Internal Moroccan dynamics also play a role; King Mohammed VI has noted that diaspora investments account for only 10% of national private investments, despite remittances exceeding $11.7 billion in 2024, representing over 8% of Morocco's GDP. The proposal seeks to align the economic needs of Morocco, the prospects of its youth, and the security and economic requirements of Europe.
