Morocco migration and economic strategy development

Overview

Discussions regarding Morocco’s migration and economic strategies have shifted from academic proposals to official state policy. Researchers Hakima Elhaite and Anis H. Bajrektarevic proposed a new paradigm for Morocco-EU relations, suggesting a ‘Diaspora Fund for Moroccans Abroad (MDM)’ to treat migration as a movement of capital and knowledge rather than a security issue. Following these proposals, King Mohammed VI addressed the 12th legislative session in Rabat, characterizing the current migration cooperation model as ‘outdated and prone to crises’. The King outlined a strategic roadmap to transform Morocco into an emerging economic power, emphasizing water, energy, food security, industrial development, and artificial intelligence.

On the international stage, the King asserted that partnerships, specifically with Spain, must be based on ‘sovereign choice and mutual respect rather than pressure or blackmail’. He criticized certain Spanish judicial decisions for hindering the repatriation of minors and asylum seekers, noting such hurdles benefit criminal networks.

During the opening of the new Moroccan Parliament, the King reiterated that the migration cooperation model with Spain has reached its limits. This follows a major migration crisis in July 2026, during which at least 70,000 people crossed into the Spanish enclave of Ceuta. The King described certain Spanish court decisions as ‘obsolete’ and ‘unrealistic’, arguing they impede the repatriation of minors and fake asylum seekers. Amidst these diplomatic shifts, following the September 23, 2026, legislative elections, Fatima Ezzahra El Mansouri has been appointed as Morocco’s first female prime minister. Morocco now intends to propose a new vision for cooperation centered on shared development, economic competitiveness, and regional stability.
