Morocco anti-corruption projects face significant implementation delays

Mohammed Benallilo, president of Morocco’s National Authority for Integrity, Prevention and Fight against Corruption, has reported significant delays in the country’s national anti-corruption strategy. According to the authority’s 2025 annual report, 46% of programmed projects have not been fully completed, despite the 2025 deadline.

While government figures claim a 76% implementation rate, the authority clarified that this includes projects still in progress. Only 54% of projects have been fully completed, and only 38% were finished within their original deadlines. Legislative projects have faced particular setbacks, with only 44% fully implemented. Key stalled reforms include the criminalization of illicit enrichment, mandatory asset declarations, and conflict of interest prevention.

Furthermore, the report highlighted a lack of institutional coordination, noting that the National Anti-Corruption Committee has met only twice since its establishment in 2017, despite regulations requiring two meetings annually. Benallilo called for a new national strategy that prioritizes high-risk areas and suggested shortening the strategy cycle from ten years to five to better align with government mandates and ensure accountability.
