Morocco anti-corruption reform efforts

Overview

Morocco’s national anti-corruption strategy has faced significant implementation delays. Mohammed Benallilo, president of the National Authority for Integrity, Prevention and Fight against Corruption, reported that 46% of programmed projects remained incomplete despite the 2025 deadline. While government figures suggest a 76% implementation rate, the authority noted that only 54% of projects were fully completed and only 38% met their original deadlines. Specific setbacks were noted in legislative reforms concerning the criminalization of illicit enrichment, mandatory asset declarations, and conflict of interest prevention. The authority also cited a lack of institutional coordination, noting the National Anti-Corruption Committee has met only twice since 2017.

In response to governance challenges, Minister Mohamed Nabil Benabdallah outlined government intentions to criminalize conflicts of interest and rent-seeking behaviors. Proposed measures to restore trust in political institutions include completing the national integrity system, enforcing mandatory asset declarations, and addressing irregularities in public procurement.

Expanding focus toward the financial sector, the National Authority for Integrity, Prevention, and Fight against Corruption has launched a new roadmap for the 2027-2028 period in collaboration with Bank Al-Maghrib, the Moroccan Capital Market Authority, and the Insurance and Social Security Supervisory Authority. This initiative aims to strengthen integrity and combat corruption within the nation's financial institutions. Recent progress includes training over 900 employees and hosting a forum for ISO 37001-certified organizations to promote anti-bribery management systems.
