Morocco implements new regulations for electric scooters

Morocco has implemented new regulatory frameworks to govern the use of electric scooters and other motorized personal mobility vehicles (EDPM). Under decrees n° 2. 24. 393 and n° 2. 25. 145, specific technical and safety standards have been established to address the increasing presence of these devices in urban areas.

Key regulations include a maximum speed limit of 25 km/h for electric scooters and a requirement for electric-assist bicycles to have motors not exceeding 250 watts. Drivers are now required to wear approved, properly fastened helmets and are strictly prohibited from using headphones or similar devices while operating the vehicles. Additionally, users are forbidden from towing trailers or transporting heavy loads.

Technical requirements for visibility, such as front and rear lights, reflectors, and audible warning devices, have also been mandated. While certain behavioral and speed rules are effective immediately, a six-month transition period has been granted for users to comply with the new technical equipment standards. The regulations also include exemptions for certain public security and military vehicles regarding specific speed measurement and device requirements.
