Morocco electric mobility regulations

Morocco has introduced new regulatory frameworks to govern the use of electric scooters and other motorized personal mobility vehicles (EDPM). Under specific decrees, the government has established technical and safety standards to manage the increasing presence of these devices in urban environments.

Key provisions include a maximum speed limit of 25 km/h for electric scooters and a requirement that electric-assist bicycle motors do not exceed 250 watts. To enhance safety, drivers are required to wear approved, properly fastened helmets and are strictly prohibited from using headphones or similar devices while operating vehicles. The regulations also forbid towing trailers or transporting heavy loads.

Technical mandates for visibility, such as front and rear lights, reflectors, and audible warning devices, have been established. While behavioral and speed rules are effective immediately, a six-month transition period has been provided for users to comply with new technical equipment standards. Certain public security and military vehicles are exempt from specific speed measurement and device requirements.
