This agreement is part of a broader effort by Rabat, which has engaged in six major lobbying contracts totaling approximately 2.3 million euros over the last year. These efforts coincide with attempts to bolster Morocco's reputation following the humanitarian crisis in Ceuta. Qorvis, which has represented various international clients in politically sensitive environments, is tasked with navigating these complex reputational risks.
