Morocco diplomatic and influence efforts in Washington

Morocco has engaged in various diplomatic and strategic efforts in Washington, D.C., to manage its international image and expand its global partnerships.

Initial efforts focused on an intensified influence campaign through lobbying contracts. These agreements, including a contract with the agency Qorvis, were aimed at crisis management and press influence, totaling approximately 2.3 million euros in lobbying expenditures over a year. These actions were intended to bolster Morocco’s reputation following a humanitarian crisis in Ceuta.

Following these reputational management efforts, Moroccan Ambassador Youssef Amrani participated in a strategic dialogue with Permanent Observers to the Organization of American States (OAS). During this meeting, Morocco advocated for South-South cooperation, proposing to use its expertise in sustainable agriculture, water desalination, and renewable energy to address food and water security challenges. The Ambassador suggested utilizing the Moroccan Agency for International Cooperation (AMCI) to facilitate technical training and knowledge exchange with OAS member nations.
