Morocco judicial system reports increased efficiency and settlement rates

Morocco's judicial system has seen significant improvements in case processing and the use of alternative dispute resolution. According to reports from the Supreme Council of the Judicial Power and the Ministry of Justice, courts achieved a clearance rate of 101.8% in 2025, meaning they processed more cases than were newly registered.

Key performance indicators for 2025 show that the number of pending cases decreased by 12.42% to 506,074, and the average time required to resolve pending cases dropped to 45 days, down from 47 days in 2024 and 56 days in 2023. First-instance courts handled the vast majority of activity, accounting for approximately 83% of new cases.

Additionally, the use of reconciliation procedures as an alternative to public prosecution has reached record levels. In the first nine months of 2026, approximately 40,000 cases were settled through reconciliation, representing an 80% increase compared to the previous year. These settlements have contributed roughly 30 million dirhams to the state treasury through paid fines and have helped reduce the burden on the court system by avoiding lengthy litigation and potential prison sentences.
