Morocco launches Catalytic Startup Fund to boost digital venture capital
Morocco has launched the Catalytic Startup Fund, a strategic initiative designed to bolster the nation's digital ecosystem. Managed by Tamwilcom under the Ministry of Digital Transition and Administrative Reform, the fund aims to invest MAD 347 million over three years into venture capital funds that target digital startups.
The initiative, which follows a decree published in August 2026, is part of the ‘Morocco Digital 2030’ strategy. It is a collaborative effort involving the Ministry of Economy and Finance, the Mohammed VI Investment Fund, and the Caisse de Dépôt et de Gestion (CDG). The primary goal is to use public investment as a lever to attract private capital, with an ultimate target of mobilizing approximately MAD 2.5 billion for Moroccan startups.
By investing in the venture capital funds themselves rather than directly in individual founders, the mechanism seeks to reduce risk for investors and support companies from the founding stage through to growth. This approach aims to establish a sustainable national innovation ecosystem and strengthen Morocco's position as a regional digital hub.
