Morocco rolls out 6 billion‑dirham plan to boost oil‑gas storage and welcomes domestic investors

Morocco’s Minister of Energy Transition and Sustainable Development Liya Benali told the House of Representatives that about ten companies are now active in oil and gas exploration, operating under 40 offshore licences, nine on‑shore licences and four exploitation concessions. For the first time, Moroccan investors have entered the sector, which the minister said benefits from one of the world’s most investment‑friendly legal frameworks.

Benali also announced a six‑billion‑dirham investment programme aimed at expanding the country’s fuel‑storage capacity. Between 2021 and 2025, storage capacity was increased by more than 30 %, adding roughly 17 days of national consumption. Around 80 % of the storage now sits in the Casablanca‑Tangier corridor, and the ministry is working with the Competition Council and the General Tax Directorate to improve market transparency and reduce the share of fuel costs in the national energy bill.
