Morocco's Bourita criticizes Spanish political rhetoric on migration

Moroccan Foreign Minister Nasser Bourita has criticized certain Spanish political actors, stating that their rhetoric regarding Morocco and migration undermines the bilateral partnership between Rabat and Madrid. Speaking in New York on the sidelines of the 81st UN General Assembly following meetings with Spanish Foreign Minister José Manuel Albares, Bourita argued that some Spanish officials “do not know today’s Morocco” and lack sufficient understanding of migration management.

Bourita emphasized that the partnership between the two nations should not be built on “unfounded calls and sterile discourse,” noting that issues of migration and good neighborliness cannot be managed through baseless accusations or political posturing. He expressed regret over what he described as “unproductive debate” within the Spanish political arena, which he believes harms the value of the existing strategic relationship.

Regarding the situation of irregular migrants in Ceuta following the mass crossings in late July, Bourita clarified Morocco’s position on returns. He stated that questions regarding the failure to return irregular migrants and minors should be directed toward Spain rather than Morocco, noting that the return process is subject to procedures implemented by the Spanish side. Despite these criticisms, Bourita reaffirmed that Morocco-Spain relations will continue to be guided by the principles of the April 2022 joint declaration, focusing on mutual respect, dialogue, and the avoidance of unilateral actions.
