Morocco's Public Prosecution Head outlines AI guidelines for justice
Hicham Blawi, the Prosecutor General at the Court of Cassation and Head of the Public Prosecution, addressed the integration of artificial intelligence within the judicial sector during a conference in Rabat titled ‘Justice and Artificial Intelligence: Opportunities and Risks.’
Blawi emphasized that AI in the legal field must be responsible and grounded in the rule of law to protect rights, freedoms, transparency, and personal data. He noted that while technology can enhance the speed, efficiency, and accuracy of judicial processes—such as legal research, case management, and investigation support—it must not replace human judgment or lead to the automation of judicial decisions.
To manage this transition, Blawi proposed three key pillars: establishing an appropriate legal and ethical framework, enhancing the technical and cybersecurity competencies of judicial staff, and developing secure, reliable technological solutions subject to continuous evaluation. He stressed the importance of maintaining professional secrecy and ensuring that the human element remains central to the judicial process.
