Judicial modernization and AI integration in Morocco and PT

Overview

Judicial authorities in Morocco and Portugal have initiated efforts to modernize legal training and integrate new technologies into the justice systems.

In Morocco, training sessions were organized in Marrakech to update prosecutors and judicial police on the Criminal Procedure Code. Subsequently, Hicham Blawi, the Prosecutor General at the Court of Cassation, outlined a framework for the responsible use of artificial intelligence in Rabat. He emphasized that while AI can improve efficiency, it must not replace human judgment, proposing a strategy based on legal frameworks, cybersecurity, and secure technological solutions.

Building on these efforts, the Court of Cassation of Morocco, in partnership with the Association des Hautes Juridictions de Cassation des pays ayant en partage l’usage du français (AHJUCAF), hosted an international symposium in Rabat. The event brought together over 40 officials and experts from approximately 20 countries to explore how AI can modernize judicial procedures through digitalization while addressing risks related to ethics, liability, and the protection of litigants' rights. This symposium follows previous collaborations between Morocco's Superior Council of the Judicial Power and UNESCO to define principles for AI use in courts.

Furthering this digital transformation, the Public Prosecution Presidency inaugurated a training session in Fez titled ‘Artificial Intelligence and Human Rights.’ Supported by the Geneva Centre for Security Sector Governance, the program is part of a 2026–2028 strategic plan. El Blawi noted that AI outputs must undergo critical evaluation and human oversight to ensure they do not compromise the presumption of innocence, the right to defense, or judicial independence.

In Portugal, the Superior Council of the Judiciary approved a new Training Regulation focused on the digitalization of the justice system, prioritizing AI, cybersecurity, and data protection.
