Moundiaye Cissé calls for transparency on Senegalese financial dossiers

Moundiaye Cissé, executive director of the 3D NGO, has called for judicial investigations into several financial matters in Senegal to ensure transparency and accountability regarding public resources.

Cissé highlighted three major dossiers: first, tax exemptions granted to the multinational Kosmos, estimated at 30 billion CFA francs; second, the disappearance of 37 billion CFA francs from an ASER account; and third, the management of over 28 billion CFA francs within the ‘One Student, One Computer’ program. He emphasized that citizens have a right to demand clarity on how taxpayer money is managed.

Additionally, Cissé addressed the controversy surrounding 500 million CFA francs allocated by the Fondation Sénégal Solidaire for ticket purchases for the Dakar 2026 Youth Olympic Games (JOJ). He stated that such an initiative is acceptable provided it complies with the foundation's legal framework and that the origin and management of the funds are fully transparent.
