Brazil Congress analyzes credit lines for app drivers and delivery workers

The Brazilian National Congress has established a joint commission to analyze Provisional Measure (MP) 1366/26, part of the federal Move Brasil program. The measure aims to provide facilitated credit lines for professional drivers, including app-based delivery workers, motorcyclists, taxi drivers, and ride-hailing drivers.

Under the program, financing can be used to purchase or renew fleets with vehicles such as motorcycles, mopeds, and electric bicycles. For motorcyclists, eligibility requires at least six months of registration on digital platforms and a minimum of 100 completed deliveries. The initiative also supports the acquisition of electric and hybrid vehicles to promote lower carbon emissions.

Private sector partnerships are already active within the Move Brasil framework. Banco do Brasil and BYD have partnered to offer financing for electric vehicles up to R$ 150,000, while CAIXA has launched a cashback campaign for 99 platform drivers who finance vehicles through the bank. The commission, chaired by Senator Leila Barros, will hold public hearings to discuss the measure before it proceeds to a vote in the Chamber of Deputies and the Senate.
