Mozambique advances digital security and data protection frameworks

Mozambique is advancing its digital regulatory and technical infrastructure to enhance data protection and digital trust. The National Institute of Information and Communication Technologies (INTIC) has called for increased technical capacity, oversight, and accountability to ensure the effective implementation of new digital regulation and cybercrime laws.

INTIC President Lourino Chemane emphasized that passing legislation alone does not guarantee citizen protection; successful implementation requires strengthening institutional capacities and ensuring citizens understand their digital rights. The proposed laws aim to establish clearer rules for entities that process personal data.

In parallel, INTIC is discussing the development of the MoDi Sign platform with local partner Tablu Tech. This initiative seeks to modernize the country’s Advanced Digital Signature system and expand the use of digital identity and public key infrastructure (PKI). These efforts are part of a broader strategy to build a secure digital public infrastructure to support safe transactions and interoperable digital services across the public and private sectors.
