Mozambique digital regulation and infrastructure development

Overview

Mozambique has initiated a series of regulatory and technical developments to strengthen its digital infrastructure and data protection frameworks.

The process began with the approval of two regulatory frameworks: the Cloud Computing Regulation (Decree No. 72/2025) and the Data Center Regulation (Decree No. 71/2025). These decrees establish requirements for registration, licensing, security, and operational continuity, particularly for organizations in essential sectors.

Following these legislative steps, the National Institute of Information and Communication Technologies (INTIC) has focused on the implementation of these laws and cybercrime regulations. INTIC President Lourino Chemane noted that legislation must be supported by strengthened institutional capacities and citizen awareness of digital rights.

To support this digital transition, INTIC is working with Tablu Tech to develop the MoDi Sign platform. This project aims to modernize the country’s Advanced Digital Signature system and expand the use of digital identity and public key infrastructure (PKI) to facilitate secure, interoperable digital services.
