Indonesia Stock Exchange to tighten market oversight and reform HSC rules

The Indonesia Stock Exchange (IDX) and the Financial Services Authority (OJK) are implementing new measures to strengthen capital market integrity following warnings from MSCI regarding potential market downgrades.

Key reforms include expanding the High Shareholding Concentration (HSC) committee to include nine members, incorporating independent observers such as academics and foreign investor representatives to improve transparency. The IDX also plans to exclude approximately 80 stocks with high shareholding concentrations from its main index starting November 2, 2026. Officials stated that backtesting indicates this move will not cause drastic index fluctuations but will enhance market credibility.

To combat stock manipulation, the IDX will shift from broad trading suspensions to more targeted actions, such as suspending specific securities accounts of violators. The exchange will also utilize enhanced surveillance technology to detect irregular trading patterns and launch immediate investigations. Additionally, the OJK has extended the share buyback policy without requiring general shareholders' meetings until June 2027 and noted that market violation cases may be pursued in court if administrative sanctions prove insufficient.
