MTA zero-emissions bus mandate at risk, state audit finds

A state audit by New York Comptroller Thomas DiNapoli warns that the Metropolitan Transportation Authority (MTA) is at risk of missing its 2040 mandate to transition its entire bus fleet to zero-emissions vehicles. The report identifies several critical obstacles, including a shortage of available manufacturers that meet agency standards and significant reliability issues with current electric models.

MTA Chairperson Janno Lieber noted that the agency has slowed orders for electric buses because existing technology has not met reliability standards, stating that tested buses “break down too frequently.” The audit also highlights infrastructure gaps, such as the need for better-equipped bus depots and specialized training for mechanics and drivers.

To meet the 2040 deadline, the audit suggests the MTA must cease purchasing gas-powered buses by 2028 to account for the twelve-year useful lifespan of vehicles. The total transition is estimated to cost approximately $12 billion.
