Muhadjir Effendy testifies on Hajj quota redirection request
During a corruption trial at the Jakarta Central Corruption Court, Muhadjir Effendy, the Special Advisor to the President for Hajj and former Acting Minister of Religious Affairs, testified regarding the 2022 Hajj quota allocation.
Muhadjir stated that he signed a letter (No. B-206, dated July 4, 2022) to redirect 10,000 additional Hajj quotas from regular pilgrims to special Hajj via invitation visas (Mujamalah). He testified that this action was taken following an oral request from Fuad Hasan Masyhur, the owner of Maktour Travel and Chairman of the Forum Sathu association.
Muhadjir explained that the Ministry of Religious Affairs deemed the additional quota impossible to execute through the regular mechanism due to time constraints. He denied receiving any money, facilities, or free Umrah trips from Fuad Hasan Masyhur. The trial is part of a larger corruption investigation involving the 2023-2024 Hajj management, where defendant Asrul Azis Taba is accused of causing state losses totaling Rp622.09 billion.
