Muhoozi Kainerugaba announces PLU role in vetting RDC appointments

Gen. Muhoozi Kainerugaba, Chief of Defence Forces and chairman of the Patriotic League of Uganda (PLU), has announced that the organization will vet and approve all newly appointed Resident District Commissioners (RDCs). Muhoozi stated that the PLU aims to ensure the selection of serious and incorruptible cadres to support President Yoweri Museveni in identifying suitable individuals for these influential district leadership positions.

RDCs serve as presidential representatives responsible for monitoring government programs, coordinating public service delivery, and overseeing security matters. They also chair district security committees. Muhoozi’s announcement has raised questions regarding the legal and administrative basis for the PLU to exercise an approval role, as the authority to appoint RDCs is constitutionally vested in the President.
