Uganda Resident District Commissioner oversight
Overview
The Ugandan government has intensified efforts to address corruption among Resident District Commissioners (RDCs). In October 2026, the Minister for the Presidency, Hon. Babirye Milly Babalanda, declared that her office would not protect RDCs involved in corruption as part of a nationwide “Expose the Corrupt” campaign. This followed an operation in Pallisa District where over 20 officials were arrested or interdicted over allegations of mismanagement, abuse of office, and financial impropriety regarding programs like the Parish Development Model.
By November 2026, the oversight of these positions expanded to include political vetting. Gen. Muhoozi Kainerugaba, Chairman of the Patriotic League of Uganda (PLU), announced that the organization would vet and approve all newly appointed RDCs. He stated the PLU aims to ensure the selection of “serious and incorruptible cadres” to support President Yoweri Museveni. This move has prompted questions regarding the legal basis for the PLU to participate in the appointment process, which is constitutionally vested in the President.
