Latin American municipalities launch tax relief and mobile service programs
Various municipal and state governments in Latin America are implementing tax relief programs and public service initiatives to encourage debt regularisation and facilitate citizen access to services.
In Asunción, Paraguay, Mayor Luis Bello has established the ‘Flor de Descuentos’ program, offering 100% exoneration of fines and surcharges for municipal debts until September 30. The program includes a 10% discount on 2026 taxes for cash payments and offers interest-free installments.
In Mexico, several regions are offering incentives. Colima is providing 100% discounts on fines and surcharges for property taxes, traffic fines, and commercial licenses. In Coahuila, a ‘Gran Venta Nocturna’ event offers a 50% discount on vehicle control rights for those with outstanding debts.
In Argentina, the Municipality of Bariloche is targeting high-debt neighborhoods in its southern zone with a special recovery plan to address a recent drop in tax compliance. Meanwhile, in Castelar Sur, ANSES and RENAPER are conducting mobile operations to provide identity documents and social security services directly to residents. Additionally, the Río Negro government is deploying the ‘Tierras se Acerca a Vos’ program to assist citizens with fiscal land management in rural areas.
