Municipal tax and fine discount programs
Overview
Municipal governments in Colima, Mexico, and Asunción, Paraguay, continue to implement tax relief programs through the end of September to encourage the settlement of outstanding debts.
In Colima, Mayor Riult Rivera Gutiérrez has announced a 100% discount on fines and surcharges for municipal services, including property taxes, traffic fines, cemetery plots, and commercial licenses. These benefits apply to both current and past-due payments.
In Asunción, Mayor Luis Bello has launched the ‘Flor de Descuentos’ (Flower of Discounts) program. This initiative offers a 100% exoneration of fines, financial surcharges, and interest for cash or financed payments. Taxpayers may also receive a 10% discount on 2026 taxes and special fees if paid in full. The municipality is also providing special financing plans for debts registered in the Municipal Taxpayer Registry, allowing for up to 12 interest-free installment payments.
Other regional initiatives have emerged across Latin America. In Coahuila, Mexico, a ‘Gran Venta Nocturna’ event provides a 50% discount on vehicle control rights for individuals with outstanding debts. In Argentina, the Municipality of Bariloche has introduced a special recovery plan targeting high-debt neighborhoods in its southern zone following a decline in tax compliance.
