Namibia launches $14.07 billion climate investment plan
Namibia has launched its Third Nationally Determined Contribution (NDC 3.0), a climate plan requiring an estimated $14.07 billion in investment through 2035. The plan shifts focus from planning to implementation, aiming to transform climate priorities into bankable projects to attract domestic and international funding.
Of the total required investment, $6.42 billion is designated for mitigation and $7.65 billion for adaptation. Approximately 88 percent of the financing is conditional on international support, including technology transfer and capacity-building. The plan includes 72 measures and 216 actions across 13 sectors, such as energy, agriculture, water resources, and biodiversity. It targets unconditional emissions reductions of 7.158 million tonnes of carbon dioxide equivalent and conditional reductions of 15.608 million tonnes by 2035.
The United Nations Resident Coordinator, Hopolang Phororo, described the launch as a critical milestone and a development commitment. Phororo noted that the plan's priorities allow UN agencies, including FAO, UN-Habitat, and UNESCO, to support Namibia’s green transition and societal resilience.
