Namibia climate investment and development strategy
Overview
Namibia has initiated a significant climate and development strategy centered on green transition and resilience. In late September 2026, the country launched its Third Nationally Determined Contribution (NDC 3.0), a plan requiring an estimated $14.07 billion in investment through 2035. This plan aims to convert climate priorities into bankable projects, with $6.42 billion designated for mitigation and $7.65 billion for adaptation. Approximately 88 percent of this financing is conditional on international support.
Following this launch, Germany and Namibia agreed to deepen their development partnership during a Strategic Dialogue in Opuwo. Germany committed €43.8 million for 2025 to support projects through various agencies, including KfW Development Bank and GIZ. This cooperation focuses on climate-resilient water security, biodiversity, and Namibia’s green energy transition to support industrialization and employment.
