Naples crackdown on Polish‑plate vehicle fraud

Senator Sergio Rastrelli (Fratelli d'Italia) warned that the widespread use of so‑called “Polish plates” in Naples and its province is a tool of organized crime to recycle vehicles, often without any real insurance coverage. Minister Matteo Salvini confirmed the phenomenon and announced that the Ministry of Infrastructure and Transport will strengthen high‑impact controls and propose reforms to the road code to verify insurance compliance for foreign‑registered vehicles.

The Polish insurance body PBUK (Polskie Biuro Ubezpieczycieli Komunikacyjnych) has responded by proposing that a photograph of the vehicle be taken during its first technical inspection in Poland, to prove the car is actually located there. The measure aims to curb a fake leasing scheme in which Neapolitan drivers register cars in Poland to pay lower insurance premiums, a practice that burdens Polish insurers and facilitates criminal activity.
