Drivers are already considering registrations in the Czech Republic or Bulgaria.

Further investigation in early August revealed that many Italian motorists themselves are orchestrating the scheme—dubbed the “Italian method”—using fictitious sale contracts, shell entities and forged inspection documents to obtain Polish plates without the cars ever entering Poland. The cost gap is stark: Polish mandatory insurance averages €129, versus €431 in Italy and over €600 in Naples. Accident involvement rose from 8,000 incidents in 2024 to more than 11,000 in 2025, underscoring the growing burden on both Polish insurers and Italian road safety authorities.
