National Bank of Moldova fines loan cooperatives and seeks public input on EU payment rules
The National Bank of Moldova (BNM) imposed substantial fines and written warnings on two savings‑and‑loan associations, MICROÎMPRUMUT and BOTNA, for multiple breaches of banking legislation and prudential standards. Executive director Eduard Balan of MICROÎMPRUMUT received a fine of 314,072.61 lei, while BOTNA’s director Efimia Sula was fined 285,374.48 lei, along with numerous warnings issued to senior staff of both entities.
Separately, BNM announced a public consultation beginning 27 July 2026 on a draft Executive Committee decision to amend regulations governing credit transfers and direct debits. The changes aim to align Moldovan payment service rules with the EU Regulation (EU) 260/2012 and its later amendments, reflecting Moldova’s commitments as a candidate country for EU accession. Stakeholders may submit comments by 13 August 2026.
