Moldova's EU integration financial reforms
Entities: Eduard Balan · National Bank of Moldova · Efimia Sula · Association of Savings and Loans “BOTNA” · Association of Savings and Loans “MICROÎMPRUMUT”
Overview
In late July 2026, Moldova’s central bank stepped up efforts to align the country’s financial system with European Union standards. On 24 July, the National Bank of Moldova, together with the Bank of France and the National Bank of Romania, announced that it would co‑host a second EU convergence conference in Chișinău. The hybrid event, scheduled for 1‑2 October, was designed to give EU candidate states a forum to discuss fiscal sustainability, monetary stability and large‑scale investment financing as part of an accelerated integration agenda.
Three days later, on 27 July, the same bank moved from discussion to enforcement and regulatory alignment. It levied substantial fines on two loan‑cooperative institutions for breaches of banking law and prudential standards, signalling tighter supervision. Concurrently, the bank opened a public consultation on proposed changes to credit‑transfer and direct‑debit rules to bring Moldovan payment services into line with EU Regulation 260/2012, a step required for the country’s accession commitments. These actions illustrate a rapid progression from convening experts on EU‑related fiscal policy to implementing concrete supervisory and regulatory measures aimed at harmonising Moldova’s financial sector with the EU.
