National Human Rights Council reports on legislative election observations
Amine Bouayach, President of the National Human Rights Council, presented a preliminary report on the observation of legislative elections in Rabat. She stated that the voting process occurred in “almost normal conditions,” noting that while some debates and tensions occurred, they did not impact the overall electoral process.
The Council’s observation sample included 3,915 polling stations and 1,644 international observers, covering 733 communes across 82 provinces. This coverage rate of 8.9 percent exceeds the international standard of 3 to 5 percent.
Key recommendations from the Council include keeping voter registration open until a clearly defined deadline before elections and evaluating proxy voting for Moroccans living abroad. Bouayach also urged political parties to implement transparent mechanisms to ensure women and youth have access to electable positions and list leadership. Additionally, the Council emphasized the importance of accessibility as a criterion for selecting polling stations and the use of Tamazight in electoral communication.
