Naucalpan implements COMUNA program for urban infrastructure
The municipality of Naucalpan has completed over 100 urban infrastructure rehabilitations through its COMUNA (Comunidad Unida y Activa) program. Under the leadership of Mayor Isaac Montoya Márquez, the initiative utilizes a collaborative model where the municipal government provides materials, technical assistance, and guidance, while organized neighbors participate in the execution of the works to reduce costs and optimize public resources.
In 2025 alone, the program has carried out 52 street rehabilitations, covering approximately 22,686 square meters. According to INEGI indicators, Naucalpan saw a 319 percent increase in public investment for municipal reconstruction during the first year of the current administration, marking the highest growth in this category nationwide.
The program has reached various neighborhoods and towns, including Rincón Verde, Izcalli Chamapa, Las Huertas, San Francisco Chimalpa, San José de los Leones, and San Lorenzo Totolinga. A notable project includes the complete reconstruction of Santuario Street in San Lorenzo Totolinga using hydraulic concrete after 50 years of deterioration. The administration has set a goal to reach 200 intervention points to ensure every community benefits from improved public spaces.
