Naucalpan infrastructure and public safety updates
Overview
The municipal government of Naucalpan, led by Mayor Isaac Montoya Márquez, continues to advance its infrastructure and public safety initiatives. The administration is working toward a goal of rehabilitating one million square meters of roads across 146 neighborhoods, with over 500,000 square meters already completed through the efforts of the Public Works department, Public Services, and the Municipal Water Organism (OAPAS). These works include replacing obsolete hydraulic networks to prevent sinkholes and leaks, as well as repaving nearly 10 kilometers of the Periférico Norte lateral lanes. A key component of this progress is the COMUNA (Comunidad Unida y Activa) program, a collaborative model where the government provides materials and technical guidance while organized neighbors assist in execution to optimize resources. Through COMUNA, the municipality has completed over 100 urban rehabilitations. In 2025, the program executed 52 street rehabilitations covering approximately 22,686 square meters in areas such as Rincón Verde, Izcalli Chamapa, and San Lorenzo Totolinga. Notably, the administration reported a 319 percent increase in public investment for municipal reconstruction during its first year, the highest growth in this category nationwide. The administration has set a goal to reach 200 intervention points through this program. Public safety metrics show improvement, with insured vehicle theft decreasing by 63.3 percent between 2024 and 2026, and high-impact crimes falling by 35.8 percent between 2024 and 2025. To sustain these trends, the municipality has inaugurated a 3.2-kilometer ‘Safe and Bright Path’ on 16 de Septiembre Avenue, featuring over 300 luminaries. Additionally, a new Command and Control Center (C2) has been established in a previously abandoned facility to benefit approximately 1,355 residents. To further bolster security, Mayor Montoya Márquez announced an investment exceeding 500 million pesos to strengthen the video surveillance system and the C4 center.
