Navarra High Court president warns of judicial saturation
Julián Huarte, president of the High Court of Justice of Navarra (TSJN), has warned of the saturation affecting judicial bodies in the region, particularly in civil, commercial, and social law sectors. He noted that workloads have significantly exceeded established limits, causing inevitable harm to citizens.
To address this, Huarte called for the creation of more judicial positions. While four new judges are scheduled to begin work on December 31, the TSJN requires an additional seven judges to meet demand. He also highlighted the high risk of staff turnover among civil servants and a lack of technical expertise among interim personnel, specifically noting difficulties in the judicial districts of Aoiz, Estella, and Tafalla.
Additionally, Huarte emphasized the urgent need to design and project a new judicial building to meet future administrative needs. He also commented on the ongoing organizational reform, describing the transition from a nineteenth-century system to a new model of instance courts as a “revolution” that initially faced implementation delays but is now gaining momentum.
