Spanish regional judicial resource shortages

Overview

High courts in the Spanish regions of Castilla-La Mancha and Navarra have issued warnings regarding judicial saturation and resource deficits.

In Castilla-La Mancha, the High Court of Justice (TSJCLM) reported a 4.6% increase in pending cases, reaching 220,858. President Pilar Astray stated that the issue stems from an insufficient number of staff and resources rather than low productivity. The court is requesting 42 additional judicial positions to address shortages in provincial courts and specific municipalities. Furthermore, the Chief Prosecutor noted rising trends in drug trafficking, juvenile delinquency, domestic violence, and cybercrimes.

Similarly, the High Court of Justice of Navarra (TSJN) reported that workloads in civil, commercial, and social law sectors have significantly exceeded established limits. President Julián Huarte called for more judicial positions, noting that while four judges are scheduled to start in late December, seven more are required. Huarte also highlighted risks regarding staff turnover, a lack of technical expertise among interim personnel, and the urgent need for new judicial infrastructure.
