Navarra housing law reform halts 373 protected rental units

The Parliament of Navarra approved an expedited amendment to the regional Housing Law that removes the provision allowing protected rental (VPO) homes to move to the free market after their protection period ends. The change prevents private developers from completing and renting 373 VPO units that were scheduled for delivery between 2027 and 2029, and it safeguards 108 existing units in Pamplona and Burlada while leaving a total of 278 units at risk of losing protected status.

The Association of Constructors and Promoters of Navarra (ACP) says the reform undermines legal certainty, could be challenged as unconstitutional, and threatens the financial viability of construction firms that have invested in protected housing. ACP warns that the measure will reduce the supply of affordable rental housing, increase uncertainty for investors, and limit the role of the private sector in meeting Navarra’s high demand for protected homes.
