Nepal government tables Building Bill to expand housing support
The government has tabled the Building Bill 2083 BS in the Federal Parliament, aiming to establish a legal framework that ensures the right to housing and provides support for various income groups.
For low-income and disadvantaged citizens, the bill proposes housing grants of up to Rs 75,000, with Rs 50,000 provided by the federal government and Rs 25,000 by provincial governments. Additionally, the legislation includes provisions for providing free river-based and natural construction materials to first-time homeowners using approved designs, as well as assistance for constructing livestock sheds.
To support middle-income families, the bill introduces the concept of “smart homes,” which are defined as safe, earthquake-resistant, and technology-friendly residential structures. The government proposes making these homes available through subsidized financing and installment plans. One option allows for a down payment of Rs 500,000 with monthly installments of Rs 11,000 for up to 15 years. Other tiered payment plans are also proposed based on higher initial deposits and monthly installments.
To reduce administrative burdens, the bill seeks to provide a 100 percent exemption from map preparation and approval fees for structures that meet standard safe designs. The legislation also includes provisions for relocating residents from disaster-affected or unsafe settlements to safer locations.
