Netherlands advances energy transition through subsidies and local heat programs

The Netherlands is advancing its transition toward gas-free living, though infrastructure challenges persist. In Zeewolde, the municipality is developing a heat program to meet national requirements, aiming to make all buildings gas-free and sustainable by 2050. The local government intends to finalize this plan by the end of 2026, setting interim targets for 2035, including a 25 percent reduction in natural gas consumption. However, officials noted that a full electricity grid presents a significant complication for implementing these heat solutions.

Nationally, the Investment Subsidy for Sustainable Energy and Energy Saving (ISDE) has facilitated approximately 1.5 million sustainability measures in private homes over the last decade. Data from the RVO indicates a sharp increase in applications starting in 2023, with over 355,000 measures subsidized in that year alone. Heat pumps and glass insulation account for roughly half of these subsidized actions. The surge in interest was driven by the energy crisis and policy changes that made the subsidy more accessible, allowing homeowners to apply for a single insulation measure rather than requiring multiple interventions.
