Netherlands climate goals face stagnation due to political impasses

The Netherlands is facing a significant stagnation in its climate transition, according to the Planbureau voor de Leefomgeving (PBL). The agency reports that for the third consecutive year, the projected reduction of greenhouse gas emissions for 2030 has shown little improvement. Current policies are expected to result in a reduction of 47 to 54 percent, falling short of the 55 percent target.

Experts and officials attribute this stagnation to political impasses and shifting government priorities. The Raad van State has criticized the government for delaying decisions on new climate measures until the spring of 2027, warning that such delays make future necessary interventions more painful and difficult to implement. Vice-president Sybrand Buma noted that the lack of concrete action risks losing industrial competitiveness.

Specific sectors face unique challenges. The greenhouse horticulture sector has only a roughly 20 percent chance of meeting its 2030 emission goals. Meanwhile, the government is working to address nitrogen restrictions to facilitate construction and farming, with Minister Jaimi van Essen pledging to resolve long-standing issues. Despite these efforts, the gap between current policy and the 2040 and 2050 climate-neutrality goals remains substantial.
