Netherlands enhances crisis resilience through simulations and local preparedness
Efforts to increase societal and infrastructural resilience are being addressed through both high-level simulations and local community initiatives in the Netherlands.
At the European Resilience Summit in The Hague, participants engaged in a crisis management simulation designed to mimic the first 72 hours of a major infrastructure failure. The exercise, involving experts from organizations such as the Dutch Open Source Business Alliance (DOSBA) and Deloitte, simulated a scenario where power outages and communication failures escalate, forcing participants to make rapid decisions regarding national infrastructure and critical systems.
On a local level in Rotterdam, community organizers are working to prepare neighborhoods for similar emergencies. In the Kralingen district, designated neighborhood coordinators are collaborating with local networks and the municipality to develop emergency plans. These efforts focus on identifying vulnerable residents, such as international students and expats, and building a network of local leaders who can act as citizen reserves during a crisis.
